Preamble

The International Guild of Master Bomb Technicians exists to safeguard life, property, and the environment by advancing the highest level of professional mastery in explosive ordnance disposal. Membership in the Guild is a privilege that carries an obligation to uphold exemplary ethical conduct at all times and in every part of the world. This Code of Ethics expresses the values, principles, and standards that guide each Master Bomb Technician’s decisions and actions, ensuring the profession remains worthy of the public trust it demands.

Core Values

Every Guild member embraces six interlocking values. Protection of Life is paramount, placing the safety of the public, teammates, and oneself above all other considerations. Integrity requires honesty, transparency, and accountability—even when no one is watching. Excellence reflects a commitment to rigorous competence, evidence‑based practice, and continuous learning. Through Service, technicians employ their specialized skills for the benefit of local and global communities. Professional Solidarity calls for mutual respect, collaboration, and support across all jurisdictions and cultures. Finally, Stewardship commits members to minimize collateral damage, safeguard the environment, and preserve critical evidence whenever possible.

Principles and Standards

First, Guild members owe an unwavering duty of care: they make operational choices that maximize the preservation of life and refuse assignments if unqualified, impaired, or inadequately supported. They comply with all applicable laws, regulations, and international conventions, maintaining proper chain‑of‑custody for evidence and respecting human‑rights norms. Professional competence is sustained through continuing education, annual skills validation, and periodic recertification; members use only proven or properly tested methods unless exigent circumstances require innovation, in which case they fully document their reasoning.

Integrity and honesty mean reporting capabilities, limitations, qualifications, and results truthfully, never falsifying data or concealing errors, and taking immediate corrective action when mistakes occur. Sensitive operational, technical, and intelligence information is protected under strict standards of confidentiality, shared only in ways that advance the profession while preventing misuse. Members render service impartially and without discrimination, resisting political or commercial pressures that might compromise professional judgment. Any personal, financial, or organizational interest that could influence professional actions is disclosed, and gifts or favors that could create real or perceived bias are declined.

Collaboration is integral: experienced technicians mentor their less‑experienced colleagues, support peer learning, and credit collaborators fairly in publications, presentations, and innovations. Research and innovation proceed under stringent safety protocols and ethical review, balancing the advancement of knowledge with prudence to avoid disseminating information that could aid illicit activities. Environmental responsibility guides the choice of techniques and materials, favoring options that reduce ecological impact and ensuring compliant disposal of explosive waste. Finally, members promptly report unsafe practices, unlawful orders, or ethical violations through established channels, relying on the Guild’s commitment to protect whistle‑blowers acting in good faith.

Enforcement and Disciplinary Process

The Code applies to every member in any professional context, whether government, military, private, or academic. Alleged violations may be reported confidentially by Guild members or external parties. A standing, internationally representative Ethics Review Board investigates and adjudicates cases, ensuring written notice to the respondent, an opportunity to reply, and the right to counsel or representation. Sanctions range from a letter of concern and mandated remediation to suspension or revocation of certification and membership, with a right of appeal to an independent Appellate Panel within thirty days of a decision.

Affirmation

As a condition of admission and renewal, each member signs a declaration stating:

“I affirm that I have read, understand, and will uphold the IGMBT Code of Ethics. I recognize that violation of this Code may result in disciplinary action, including loss of certification.”

Review and Amendment

Recognizing that threats, technologies, and societal expectations evolve, the Guild will review this Code at least every five years, or sooner if circumstances warrant. Amendments require consultation with the membership and the approval of two‑thirds of the Guild Council.
