Article I – Name and Establishment

The organization shall be known as the International Guild of Master Bomb Technicians (IGMBT), established as an independent, non-profit, international professional association.

Article II – Purpose and Mission

The mission of IGMBT is to promote professional excellence, international collaboration, knowledge-sharing, standard-setting, and continuous advancement in the field of bomb disposal and explosive ordnance disposal (EOD). Specifically, IGMBT seeks to:

  • Establish internationally recognized standards of expertise for master bomb technicians.
  • Provide certification, training, and professional development programs to its members.
  • Facilitate international collaboration and exchange of best practices.
  • Advance technological research, innovation, and safety standards.
  • Serve as the authoritative voice representing master bomb technicians globally.
  • Champion ethical leadership and accountability within the global EOD community.
  • Promote diversity, equity, and inclusion in access to certification, training, and career advancement.
  • Support mental health, resilience, and the long-term wellbeing of bomb technicians and their families.
  • Develop frameworks for humanitarian EOD operations, including UXO clearance in post-conflict zones.
  • Foster public understanding and recognition of the bomb disposal profession’s contributions to global security.
  • Encourage sustainable practices and environmental stewardship in explosive ordnance operations.
  • Create opportunities for interdisciplinary collaboration across science, engineering, and policy domains.
Article III – Membership

Membership shall be open to qualified individuals who meet the rigorous standards of professional expertise and ethical conduct as set forth by the Guild. Membership categories include:

  • Certified Master Bomb Technicians: Professionals who successfully meet all IGMBT certification requirements.
  • Associate Members: Individuals in training or supporting roles.
  • Honorary Members: Distinguished individuals recognized for significant contributions to the profession.
Article IV – Governance

The IGMBT shall be governed by:

  • Board of Directors: Responsible for strategic oversight, policy decisions, and overall governance.
  • Executive Committee: Comprised of officers who manage daily operations, financial oversight, and membership activities.
  • Technical Advisory Committees: Expert committees responsible for certification standards, research, training development, and operational guidance.
  • International Advisory Council: A diverse body of global representatives to ensure regional perspectives and promote inclusivity in decision-making.
  • Legacy Recognition Panel: A standing committee to evaluate Recognition of Prior Learning (RPL) and legacy pathway applicants.
  • Diversity, Equity & Inclusion (DEI) Committee: Charged with advancing fair representation and inclusive practices across all Guild activities.
  • Technology and Innovation Board: A specialist group advising on emerging tools, digital systems, and future-readiness strategies.
  • Fellows and Honors Committee: Governs the nomination and selection process for honorary titles, fellowships, and major awards.
Article V – Certification Standards

IGMBT shall develop, maintain, and enforce comprehensive certification standards that include:

  • Practical and theoretical competency assessments.
  • Defined standards for continuing education and re-certification.
  • Alignment with international safety, performance, and ethical guidelines.
  • Recognition of Prior Learning (RPL) pathways for experienced professionals seeking certification.
  • Specialized endorsements or modules for advanced competencies (e.g., CBRN, robotics, maritime EOD).
  • Multilingual examination and training options to ensure global accessibility.
  • Digital credentialing and verification systems for real-time global recognition.
  • Periodic job-task analyses to keep certification aligned with evolving operational realities.
  • Accreditation of training institutions to ensure consistent preparation standards.
  • Psychological readiness and decision-making under stress included as assessed competencies.
Article VI – Professional Development

IGMBT will offer continuous education opportunities, including:

  • Advanced and specialized training programs.
  • Regular workshops, seminars, conferences, and virtual events.
  • Access to knowledge libraries, technical publications, and case studies.
  • Global mentorship programs.
  • Credentialed instructor development tracks to cultivate future trainers and assessors.
  • Cross-disciplinary learning modules.
  • Leadership and command training tailored to EOD team leaders and incident commanders.
  • Virtual reality (VR) and simulation-based learning environments for high-risk scenario practice.
  • Seek support for scholarships or grants to support training access for technicians from under-resourced regions.
  • Continuing professional development (CPD) tracking and recognition system.
Article VII – International Collaboration

IGMBT shall actively promote international cooperation by:

  • Establishing partnerships with global bomb disposal and security organizations.
  • Facilitating information exchange, joint exercises, and collaborative research initiatives.
  • Advocating for uniform standards and best practices across borders.
  • Developing mutual recognition agreements with national certification bodies.
  • Hosting international summits and leadership forums focused on emerging global EOD challenges.
  • Contributing technical expertise to humanitarian mine action and post-conflict recovery programs.
  • Partnering with academic institutions for global research and innovation in EOD science.
  • Building strategic alliances with intergovernmental bodies (e.g., IBDC, UN, NATO, INTERPOL) on threat mitigation policy.
Article VIII – Ethics and Professional Conduct

Members shall uphold the highest ethical standards, professionalism, integrity, and respect in their professional activities. IGMBT will maintain and enforce a clear Code of Ethics and Professional Conduct.

Article IX – Amendments

Amendments to this Charter shall require a two-thirds majority vote by the Board of Directors, following a transparent review process that includes member feedback.

Article X – Dissolution

In the event of dissolution, assets shall be distributed to related non-profit organizations that align with IGMBT’s mission, as decided by the Board of Directors.
